The Liaoning Shenfu Reform and Innovation Demonstration Zone is located at the junction of Shenyang and Fushun cities, with an area of 285 square kilometers. It governs 3 streets (Wangjia, Shenjingzi, Lishi), 1 township (Lagu), and 1 economic zone (Gaowan), including 48 administrative villages and 20 communities, with a permanent population of approximately 172000.
In March 2018, the Provincial Party Committee and Provincial Government launched the creation of the Shen Fu Demonstration Zone, and in April 2018, they submitted the "Shen Fu Reform and Innovation Demonstration Zone Construction Plan" to the State Council; On September 13, 2018, the State Council approved the issuance of the "Reply on the Construction Plan of the Shenfu Reform and Innovation Demonstration Zone" (Guo Han [2018] No. 116), and the construction of the Shenfu Demonstration Zone was fully launched.

The mission positioning of anchoring the construction plan approved by the State Council to establish a leading area for reform and opening up in Northeast China, a benchmark area for optimizing investment and business environment, a leading area for innovation driven development, and a new engine for Liaoning's revitalization and development, focusing on the five major tasks of institutional mechanism reform, scientific and technological innovation, open innovation, building an innovative industrial system, and green development, and promoting high-quality development.

At present, the Shenfu Reform and Innovation Demonstration Zone adheres to the guidance of reform and innovation, supported by advanced industrial agglomeration, and guaranteed by the construction of high-quality public service demonstration zones, vigorously building a provincial reform and innovation "experimental field". We accelerated institutional innovation and process reengineering, innovated and built a unified construction and management model across administrative regions, and established a flat management system of "Small government, large society". Adhere to the "Clean Wind Action" as the starting point, and create a market-oriented, legal, and international business environment. Adhere to placing the focus of economic development on the real economy, focus on the three leading industries of high-end equipment manufacturing, life and health, and new materials, and accelerate the development of industrial clusters. Adhere to the coordinated development of innovation chain, industry chain, and talent chain, and build a regional science and technology innovation center around solving the "bottleneck" problem. We continued to open wider to the outside world and created a Open platform for high-quality projects. Focusing on the core area of 25 square kilometers, we will implement the "governance, reform, and innovation" action on urban environment and urban quality, and create a high-quality public service demonstration area.

Over the past few years, the Shenfu Reform and Innovation Demonstration Zone has shown a good development trend, and the growth rate of major economic indicators has continued to lead the way. As of last year, fixed assets investment had an average annual growth of 30.1%, and general Public budgeting revenue had an average annual growth of 18.9%, of which tax revenue had an average annual growth of 13.2%, maintaining rapid development. The total number of market entities is 8.4 times that of early 2018. Since this year, the demonstration zone has focused on the new breakthrough in the overall revitalization of the province for three years, and made precise efforts to promote the "good start" in the first quarter. In the first quarter, fixed assets investment increased by 56.6% year on year, and general Public budgeting revenue increased by 14.3% year on year, of which the tax revenue increased by 15.2% year on year, the gross industrial output value above designated size increased by 31.3% year on year, and the added value increased by 31.6% year on year. The growth rate of major economic indicators ranked first in the province, showing that the upstream is the downstream, The first is the backward sense of excellence and enterprising spirit, which actively contributes to the responsibility and performance of Shen Fu in the "Liaoshen campaign" in the new era.
